Co-op City resident arrested for stealing from lobby mailboxes

Here we go again; another Coop City resident has been arrested on Tuesday, 10/4/16, for stealing from lobby mailboxes.

See previous story - Co-op City resident arrested after breaking into mailboxes in Building 17

A Co-op City man believed to be responsible for at least 14 cases of breaking into and stealing other Coop City shareholders' personal mail from lobby mailboxes was arrested by Co-op City Public Safety officers after an investigation jointly conducted by Coop City Public Safety, NYPD, U.S. Postal Inspectors and the Bronx District Attorney's Office.

The arrest and its details were reported to the Co-op City Times by the Coop City Public Safety Detective Unit.

A spokesman for the Co-op City Public Safety Detectives Unit said that the crimes, most of which involved breaking into lobby mailboxes, occurred after midnight in various Coop City area buildings throughout Sections 1, 2, 3 and 4 over the past few weeks.

The spokesperson said lobby surveillance cameras and their re-viewable stored images were essential to the investigation positively identifying the male resident responsible for the thefts.

He was arrested at his home in Building 3B at 6 a.m. Tuesday morning and charged with numerous counts of mail theft, a federal crime, punishable by up to five years in prison.

According to the Detectives Unit, eviction proceedings against the suspect were also initiated following his arrest.

Co-op City Public Safety Chief Frank Apollo indicated the suspect was known to the departments prior to his latest rash of mailbox break-ins.

Coop City Public Safety arrests man for breaking into a car on October 13, 2016

A man was arrested by Co-op City Public Safety officers last week after a witness observed him breaking into a car parked on Co-op City Boulevard and responding units quickly spotted and captured him.

According to a Public Safety spokesperson, a call came into the Coop City Public Safety dispatcher from a lobby attendant, shortly after midnight on October 13, 2016, reporting that the attendant observed a man slowly riding a bicycle along Co-op City Blvd. and looking into parked vehicles.

There has been a rash of car break-ins in Coop City over the past several weeks, both in garages and on the street. A number of officers and detectives quickly responded. When the suspect saw the officers heading towards him, he attempted to flee on foot into the community in the vicinity of Section 1.

The direction in which the suspect was fleeing was radioed to other responding units and after a brief foot pursuit, the suspect was apprehended behind Building 2.

Upon further investigation, there was an eye witness who came to the scene of the apprehension and said he observed the individual breaking into a vehicle. The witness gave a positive identification of the man as the one he saw breaking into the vehicle. A search of the suspect then revealed that he was in possession of items taken from the vehicle involved in the break-in. The suspect was placed under arrest and charged with criminal mischief, larceny and criminal possession of stolen property.

According to the Co-op City Public Safety Detective Unit, an investigation by both NYPD and CCPD is continuing into the possibility of this suspect being responsible for all, if not most, of the recent rash of car break-ins in Coop city. The suspect is also said to be wanted for numerous auto crimes in another Bronx precinct.

The commander of the Public Safety Department, Chief Frank Apollo, said "This arrest is the result of not only an observant lobby attendant, but also steadfast officers who pursued the individual and successfully apprehended him. This arrest is the perfect example of every layer of our department working together to capture an individual who was the suspect in an auto crime. I am extremely proud of our Public Safety staff and the work that they perform on a day to day basis."

Arrest Made In Lewd Behavior Case in Coop City Laundry Rooms

Detective William Pagan and Officer Joel Lugo of the Co-op City Public Safety Department arrested a male last Thursday, 11/3/16, wanted in connection with several instances of displaying lewd behavior near Coop City laundry rooms.

The arrest took place on the 15th floor in Building 10B while the officers of the Detectives Unit were conducting a routine vertical patrol of the building.

"They were doing a sweep where they stopped on each floor, looked into the incinerator rooms and when they popped around the corner, he (the suspect) was standing right there," said Detective Joe Monahan.

The suspect, who was described as a dark-skinned male, approximately 5 feet 9 inches tall, with short black hair, was known to the department. He was arrested by Dets. Monahan and Pagan for the same behavior approximately one year ago.

"Ever since the first report came in, Detective Pagan has been monitoring the videos and catching him in the buildings, but we haven't been physically running into him, that's why we put out the posting in the paper," said Detective Monahan.

"We have him in different buildings about nine times on video over the last year, but we never got the chance to nab him by the time we got there," said Detective Pagan.

The suspect's photo and profile were posted in the October 8, 2016 issue of the Co-op City Times to alert women using the laundry room to be on the lookout and to report to Public Safety of the NYPD if they came across the suspect, who was reportedly seen staring inside the laundry room window at senior or older females or sitting down next to them in the laundry room and then engaging in the indecent, lewd behavior. [See related post]

"Thank God he never touched anybody," said Detective Monahan. "What he would do was to get close to them. He followed several people up to their floors and he would start touching himself. He attempted to gain entry by asking a female if he could use the bathroom one time, but she told him no," added Detective Pagan.

The perpetrator was charged with several counts of criminal trespassing, public lewdness and possession of marijuana.

"I commend the dedication, perseverance and professionalism displayed by members of our detective squad during this investigation," said Chief Frank Apollo, commander of the Co-op City Public Safety Department. "Their steadfast attitude and commitment to the safety of the community resulted in a successful apprehension of this individual. I am extremely proud of the work that my staff accomplishes on a day to day basis which maintains the quality of life for the people of Co-op City."

Public Safety detectives arrest man, in Coop City, for stealing mail, credit cards and checks from Co-op City building 2A lobby.

Co-op City Public Safety detectives working the overnight shift early Thursday morning, November 3, 2016, spotted a man, whom they have arrested before and who is known to them for allegedly committing prior crimes in the Coop City community, followed him and after observing his activities in the lobby of Building 2A in Co-op City, moved in to question and eventually arrest him.

According to the Public Safety report on the incident, Detectives Driska and Ramirez and Officer Lugo observed the man entering the lobby at approximately 2:45 a.m.   The detectives said that they waited and observed the suspect's activities as he began opening mail boxes and shuffling through papers.

As they moved in to question and arrest the suspect, he was allegedly found to be in possession of other people's mail, credit cards, Social Security cards and checks, as well as more than $1,200 in cash. He was also found to be in possession of illegal narcotics, including marijuana and crack cocaine, as well as a knife with a 5 inch blade, the report said.

The suspect, who has had prior arrests, according to Public Safety, now faces numerous additional charges, including burglary in the 2nd and 3rd degree, larceny, possession of a controlled substance, possession of stolen property, possession of burglary tools and criminal trespassing.

Chief Frank Apollo, commander of the Co-op City Public Safety Department said, "This arrest is just another shining example of the outstanding police work that the officers and detectives of my department perform on a 24 hour basis. The keen observation initially made by members of the detective squad led them to further investigate the matter, in turn resulting in the arrest of an individual who was engaging in what is considered to be a serious crime. I applaud the detectives and officers who were working the overnight because it is their due diligence which ensures that our cooperators and their property are safe at all times both day and night."

In early October, Coop City detectives, working with NYPD, the US Postal Inspectors Office and the Bronx District Attorneys Office, arrested another individual wanted for numberous mail box break-ins in several Coop City buildings. [See Story - Co-op City resident arrested for stealing from lobby mailboxes] Lobby surveillance cameras and their digitally stored and retrievable images were key to breaking that case, a spokesman for the Detectives Unit said last month.

The City Of New York requires all residents to fully cover all mattresses or box springs in a sealed plastic bag for garbage disposal and collection. This rule was intended to prevent an increase in bed bug activity.

Under the rule, failure to place a mattress or box spring in a proper bag will result in a $100 fine imposed by the City. In addition, Co-op City residents who violate this rule may be subject to a Community Complaint with related fines and legal fees.

The City Of New York and Riverbay Corporation, the management company of Coop City, does not provide mattress or box spring bags or covers but plastic bags to cover mattresses and box spring are available at department stores, such as JCPenney, home improvement centers, such as Home Depot and large moving and storage companies, such as Public Storage.

Please follow this rule when disposing mattresses and/or box springs. These covered items are to be brought to the basement or placed on the dumpster pads, located throughout the Co-op City complex, for proper trash collection.

Feeding animals in Co-op City

Coop City residents and shareholders are reminded that it is a violation of your lease to place food out for animals to eat. A Community Complaint may be issued for littering to anyone who puts food out for any reason. Well intention-ed cooperators may think they are putting food out for stray cats or birds, but the food ends up attracting rats, raccoons, skunks, coyotes or other animals which can be a threat to other Coop City residents.

Feeding wildlife, such as geese, also tends to change the migration pattern of these animals as they end up not flying south for the winter. This was the case last winter in the New York area where many geese were found starved to death when they did not fly south for the winter and their normal food source was covered by deep snow. Food placed out for animals is often lacking in the nutrition needed by the animals and serves to upset their ecological balance.

Please resist the urge to place food out for animals in Co-op City or elsewhere.

Riverbay raising minimum wage of Co-op City employees

Approximately 120 Riverbay Co-op City employees will receive an unexpected but needed raise as of January 1, 2017 as Co-op City's Riverbay Board of Directors passed a resolution earlier this month to raise the community's minimum wage to $15 an hour, nearly two years before the new minimum wage becomes mandatory throughout New York State.

According to Riverbay's Finance Director Peter Merola, the resolution will affect approximately 100 to 120 employees, the majority of whom are lobby attendants and the rest being temporary employees hired seasonally to help out the full-time staff when workloads and vacations increase, specifically during the summer months.

For most of these employees, the raise is significant, increasing their hourly wage by as much as $2 to $3 per hour and creating for them what is considered a living wage to help them support their families and pay for housing, food and transportation in this increasingly expensive New York metropolitan area.

Riverbay Treasurer Deborah Jenkins, who also chairs the Board's Labor Relations Committee, said that in light of the New York State legislature and Governor Andrew Cuomo enacting legislation to increase the minimum wage in the state to $15 as of the end of 2018, "We thought that Riverbay, as the second largest employer in the Bronx, should not wait until the wage becomes mandatory, but be a leader and show the employees and the rest of the Bronx that the corporation is a good employer and supports its employees. We believe that paying a fair living wage makes for better employees, and increases morale throughout the corporation. And it is just the right thing to do."

The raise will increase the community's salary expenditures by approximately a half million dollars a year, the Riverbay Finance Department reported, Mrs. Jenkins, who also serves the Co-op City community as Pastor of the Faith @ Work Christian Church and as President of the Riverbay Fund, said the resolution was first brought to the Board in the spring of this year after Governor Cuomo signed the bill into law making the new minimum wage mandatory as of the end of 2018. She explained that because Riverbay was currently negotiating with two unions at the time, the extra expenditure did not have strong support then as several directors apparently remained on the fence until the other more pressing labor matters were resolved.

The resolution was reintroduced as a first reading at a Board of Directors meeting on October 17, 2016 and the needed support at that point seemed to be there.

On November 9, 2016, after the resolution's second reading and follow-up discussion by the Board, the support for the raise was nearly unanimous. Ten directors voted yes on the resolution with two abstaining and another three not present for the meeting.

Riverbay Board First Vice President Bernie Cylich, who co-sponsored the resolution, said: "Making sure that all Coop City employees have a fair living wage is essential to their well-being. This is part of an effort that is well-underway throughout the nation, not just here. Folks cannot survive unless their wage is adequate. From a practical standpoint, the raise improves morale and rightfully sends the message that we care about our employees."
